The San Bernardino County VMT Mitigation Pilot Program is part of an innovative effort to reduce traffic congestion and vehicle miles traveled (VMT) while rewarding commuters for making sustainable transportation choices.
This pilot is supported by the San Bernardino County Transportation Authority (SBCTA) and its partners, and uses the GoCarma app to automatically track commute trips and calculate cash incentives for verified VMT reductions.
🎯 What Is the Goal of the Pilot?
The goal of this pilot is to test a new, data-driven way to measure and reward reduced solo driving in the region.
By participating, commuters help:
Reduce vehicle emissions and congestion.
Support local sustainability goals and CEQA compliance.
Demonstrate a fair and transparent model for how commuters, employers, and developers can participate in VMT mitigation programs in the future.
Your participation directly helps shape the design of future incentive programs in San Bernardino County and beyond.
🧩 How It Works
Commuters download the GoCarma app and complete their Baseline Period by driving their usual solo commute trips.
The app then begins awarding cash incentives for trips taken by carpool, transit, walking, biking, or teleworking.
These verified trips generate VMT credits, which can then be used in the broader VMT Mitigation Bank System to offset development-related VMT impacts.
In other words, every verified sustainable trip helps demonstrate measurable, enforceable, and reportable reductions in VMT.
